PROFILE

The Davao Maritime Regional Office (DMRO) - Maritime Industry Authority - XI (MARINA XI), with an office address at 2nd Floor Antonio Tan Bldg., Monteverde St., Davao City was established on 02 December 1988 in consonance with the thrust of the government to bring economical and closer service to the public. In furtherance of this thrust and to assist the maritime regional office in its responsibilities, the General Santos City Extension Office (GSC-EO), with an office address at Nuestra Sra. dela Paz corner Biatelis Streets, General Santos City was also established on 16 October 1995.

As of June 30, 1998, the Davao Maritime Regional Office, including the extension office, which is headed by a Regional Director, is composed of twenty four (24) staff distributed among five (5) sectors, namely, Domestic Shipping Sector, Maritime Legal Affairs/Franchising Sector, Manpower Development Sector, Shipyard Regulation Sector, Maritime Safety Sector, and the Administrative and Finance Sector. Being within the focus area of the Brunei Darussalam, Indonesia, Malaysia, and the Philippines -East ASEAN Growth Area (BIMP-EAGA), and for having designated as the Chief Secretariat for the Working Group on Sea Linkages, Transportation and Shipping Services, the DMRO is also discharging the functions of the Overseas Shipping Sector.

AREA OF JURISDICTION (see map)

Per Administrative Order No. 06-97, series of 1997, the MARINA-XI has jurisdiction over seven (7) provinces and four (4) cities viz.; Davao City, General Santos City, Island Garden City, Tagum City, Sarangani Province, South Cotabato, Davao del Norte, Compostela Valley, Davao Oriental, Davao del Sur and Surigao del Sur.

There are a total of thirty-one (31) ports in Region XI. Nineteen (19) are private ports which cater to both domestic and foreign vessels. Twelve (12) are government ports, among these are the two (2) major ports in Region XI, the Sasa Wharf in Davao City and Makar Wharf in General Santos City which also cater to both domestic and foreign vessels.

The presence of five (5) Coast Guard Stations and two (2) detachments in Region XI also contribute so much in the enforcement of maritime laws, the prevention and controf marine pollution and the apprehension of vessels violating the maritime safety rules and regulations.

There are also three (3) vessel lay-up sites in Region XI which were selected for their typhoon-free location and other desirable charateristics, namely: Malalag Bay in Davao del Sur, Pujada Bay in Davao Oriental and Bunawan Bay in Davao Province. The presence of these lay-up sites has generated revenue for the government, notwithstanding the assistance we have provided for idled foreign vessels.
