PROFILE

In order to gear up implementation of MARINA's mandate and to further cope with the increasing demand of services by the industry. On November 04, 1991, the Legazpi Maritime Regional Office (LMRO) was created.

AREA JURISDICTION (see map)

The LMRO was tasked to carry its functions within its area of jurisdiction that includes the six (6) provinces in the region, namely:

  1. Camarines Norte

  2. Camarines Sur

  3. Albay

  4. Sorsogon

  5. Catanduanes

  6. Masbate and its island provinces

FUNCTIONS

  1. Implements MARINA's plans and programs in the region.

  2. Issue certificates, licenses, permits, approvals and endorsements and/or performs delegated functions pursuant to pertinent Orders issued in connection with the regulatory and supervisory functions of the Authority over the maritime industry,

  3. Enforces laws, rules and regulations including penalties for violation affecting water transportation services through an effective monitoring system and stringent survey/inspection program.

  4. Assists in the formulation/review/assessment of policies for the effective regulation and supervision of the four (4) sectors of the maritime industry in coordination with the respective sectoral coordinators.

  5. Conducts administrative investigation involving violation of existing/pertinent maritime laws, rules and regulations including issuance of Show Cause Order (SCO) and/or Cease and Desist Order (CDO), conduct of hearing, drafting of decisions and imposition of administrative fines appurtenant thereto based on MARINA Memorandum Circulars.

  6. Maintains liaison and/or coordination with other regional/national agencies and local governments within their respective jurisdiction as may be necessary.

  7. Performs such other functions as may from time to time be required by the MARINA Management Board.
